BACKGROUND:
The Notice of Intent to Award a Sole Source Procurement to Badger Meter, Inc. was publicly advertised
on Friday, October 16, 2026, on CCUA's OpenGov Procurement Portal for a period of seven(7)business
days.No compliant responses or objections were received from other potential suppliers during the posting
period.
To further ensure procurement compliance, staff contacted Badger Meter, Inc. to independently verify its
Sole Source status. In response, Badger Meter, Inc. provided supporting documentation confirming its
status as the original equipment manufacturer (OEM) and proprietary technology provider of its water
metering products, advanced metering infrastructure (AMI), cellular communication endpoints, and
associated software platforms.
As the Sole-Source provider of the specified water utility products and related services within CCUA's
geographic service area,Badger Meter,Inc.is uniquely positioned to maintain compatibility with CCUA's
existing infrastructure, ensure operational continuity, and provide access to manufacturer-authorized
products, services, and technical support.
Accordingly, staff recommends designation of Badger Meter, Inc. as a Sole-Source provider based on its
proprietary technology, exclusive distribution rights, existing system compatibility requirements, and the
operational necessity of maintaining the reliability and integrity of CCUA's water metering infrastructure.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors grant Sole Source status to Badger Meter, Inc. for
Badger Meter products and services.
