CCUA staff requests approval of Amendment No. 1 to Agreement No. 9 with Four Waters Engineering
Inc.to the Professional Services Agreement 2018/2019 RFQ No. 3 for LS4 upgrades.
BACKGROUND:
In April 2022,the Board approved Supplemental Agreement No. 9 with Four Waters Engineering,Inc. for
$106,310 to provide design, construction document preparation, permitting, bidding, and engineering
services during construction for LS4 upgrades.
Four Waters completed the final design for LS4 in September 2025. Staff determined it was in the Utility's
and its customers' best interest to have in-house staff construct the upgrades and provide construction
engineering and inspection services for the lift station. With this scope deduction, staff used Four Waters'
electrical consultant under this authorization to help develop the CCUA Lift Station Electrical Standards
for a fee of$6,500. Staff completed the Lift Station Electrical Standards in May 2026. This request reduces
the Four Waters authorization by$43,740 for bidding and engineering services for construction tasks while
adding the electrical consulting fee.
BUDGET:
Staff budgeted $1,000,000 for Lift Station No. 4 upgrades in the approved FY 27 CIP. The table below
shows the Four Waters Authorization summary.
Four Waters Authorization Summary Table
SA No. 9 Amount $106,310.00
Amendment No. 1 Deduction -$43,740.00
Final Authorization $62,570.00
CCNA:
CCNA, F.S. s. 287.055, applies to the use of a consultant under a continuing contract. The estimated
construction cost for the project does not exceed $7.5 million. Staff negotiated this Amendment No. 1 to
the Supplemental Agreement in compliance with F.S. s. 287.055. Staff and the consultant negotiated the
scope and fee for the professional services based on established contract rates, with compensation that
CCUA determines is fair, competitive, and reasonable.
