HomeMy WebLinkAbout08.b EDB KH WWTF Unsolicited Proposal Rejection EXECUTIVE SUMMARY
AGENDA ITEM:
Recommendation to Reject the Unsolicited Proposal for Design and Construction of New Water
Reclamation Facility (WRF) in Keystone Heights (Proposal)
Date: October 29, 2026
BACKGROUND:
Staff received the attached unsolicited proposal from Mack Industries (Mack) for the design and
construction of a new 0.350 million gallons per day(MGD) Water Reclamation Facility(WRF)to
replace the existing 0.074 MGD facility. In accordance with Florida Statute §255.065, Staff
presented the proposal to the Board of Supervisors at its October 6, 2026, meeting for disclosure.
Following receipt and disclosure of the proposal, Staff conducted an internal review to evaluate its
alignment with CCUA's operational needs, strategic objectives, and applicable procurement
requirements.
DISCUSSION:
Based on this review, Staff has determined that pursuing the unsolicited proposal for the Design
and Construction of a New Water Reclamation Facility (WRF) in Keystone Heights is not in
CCUA's best interest at this time. Accordingly, Staff recommends that the Board authorize the
rejection of the proposal and direct Staff to provide formal written notification of its decision to
the proposer. This action does not preclude CCUA from independently evaluating or pursuing
similar projects or services through future procurement opportunities, as deemed appropriate and
in accordance with applicable laws and CCUA's Procurement Policy.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors' authorization to reject the unsolicited
proposal submitted by Mack Industries for Design and Construction of New Water Reclamation
Facility (WRF) in Keystone Heights and authorize Staff to issue formal written notification of
rejection.
